The per-eCKU budget for the total partition count (compacted + non-compacted), NOT just non-compacted partitions. Elastic-CKU billing divides the tenant's total partition usage by this value, and COMPACTED_PARTITION_COUNT is an additional sub-limit on the compacted portion.

The @JsonProperty pins the wire/persistence key to the legacy "NON_COMPACTED_PARTITION_COUNT" string. The control plane emits this name in the elastic_cku_metadata JSON persisted on the _confluent-logical_cluster topic, so the Java constant is renamed for clarity without changing the contract. Do NOT change the annotation value.
