Topic+Partition place holder.

Generic place holder for a Topic+Partition and its related information used for multiple purposes:

• consumer offset (see rd_kafka_commit(), et.al.)
• group rebalancing callback (rd_kafka_conf_set_rebalance_cb())
• offset commit result callback (rd_kafka_conf_set_offset_commit_cb())

Generic place holder for a specific Topic+Partition.
